When attempting to connect to your SLF through HTTPS, the java version that SLF is using doesn't provide a high-enough SSL cipher for the browsers, and they refuse to connect. If you are interested you can read more about it here:
To fix this, you will need to download the latest Java JRE 7 version and change the SLFLocatorSvc.conf file in the installation directory to point at the newly installed version of Java.
To download the new Java go to the following link and select jre-7u79-windows-i586.exe.

Run the executable.
Stop the SIF Student Locator service in your Windows services console.
Navigate to your Locator installation directory. Open the SLFLocatorSvc.conf file and change this line:
wrapper.java.command=C:\Program Files (x86)\Java\jre7\bin\java.exe
Save the file.
You may now restart your SIF Student Locator service and your console will now be accessible.
